Yes, the solar panel will get recharged no matter the button is ON or OFF, as long as there is direct sunlight.

How long will the light stay lit?

Theoretically a full charge should give lighting for about 6hrs at bright mode and 12hrs at dim mode. Working time depends on how much sunlight it gets. Location, weather and some other uncontrollable elements play an important role in this.
