All five have a single 1" drainage hole in the center. You could certainly screw or nail the slats in place. You'll need to add some sort of liner to keep the dirt from running out the bottom and to offer a bit of protection to the wood.

How much does it weigh with potting soil in it?

The bed of this Raised Garden Bed can hold up to 220lb, and the shelf of this Raised Garden Bed can hold up to 88lb. We recommend not filling boxes with too much soil in order to give your plants more room to grow.Hope this could help you.

Would there be a problem with painting this planter?

Absolutely not! I painted mine with some leftover chalk paint(outside only and about 2" inside). Looks lovely and held up well. I bought another one this year and painted it exactly the same way, and touched up the older one at the same time.
